I'm confused :? US resident/citizen works for 150 days in CA is this person subject and required to file a CA Income Tax Return? Should CA income tax be withheld?

If you were working as an employee, then if you made more than $10K Cdn, you need to file in Canada -- as a non-resident -- at least to report and pay tax on those wages.

Generally taxes will be withheld based on working the entire year, so by filing you may get some back.

These wages would be reported in US as welll, of course, and any Cdn tax(including the final result of Fed, Prov, EI and CPP taxes) would be used as a credit on your 1040 (thru form 1116).

If, on the other hand, you were working as a contractor, then you should not be subject to Cdn income tax (if some tax is withheld it will be refunded when you file at year end). Your customer should merely be cutting you a check every month.
