I am a Canadian who had been resident outside of Canada for a few years before returning in 2018. I am trying to figure out what to do about the T1135 form. The instructions say "An individual (other than a trust) does not have to file Form T1135 for the year in which the individual first becomes a resident of Canada". Does this mean that returning residents like me do need to file T1135? (i.e. is it first year of residency ever, or first year of residency this time around?).
If I do need to file T1135, do I just report the foreign (US) income for the portion of year I was resident in Canada (as on the T1), or for the whole year?

I think it is pretty clear, you returned and (became a resident) in 2018, so you do not file T1135 for 2018.
