Canadian working in US

Hi,
My father (Canadian national) has been working in US since April 2018 and my mom (on PR status in Canada) still lives in Canada. My dad wants to file a joint tax return as my mom does not work. Can someone please guide what process he needs to follow. Does he has to apply for ITIN for my mom in US. She does not have any visa for US.

She would need to sign a joint return, and report her income on the 1040. Otherwise he files a married filing separate return.
Since you are prrof that he was able to convince his wife on some matters, he needs to work on that in this case.
An ITIN would not always be needed, especially since there is no claim for exemption anymore.
