... and 519 is talking about 'dual-status' taxpayers in the sense that they have CHOSEN to be dual statsu rather than the default which is resident until the last day of year.

I am filling Normal 1040(including word income) and part year residence California 540NR form.
Is there any special form or any explanation need to attach for filing Normal 1040?

Sorry for the confusion .
My question was -Can I file 1040 as residence based on presence test
and part year residence return for California -(because left california in August)?

For taking stand to file full year 1040 as residence.
Do I need to attach 8833 or any other form?

You are entitled to file full year 1040, so long as you report world income.

you can obviously file part-year cali in the same year, just like someone who moves from Cali to anothr state. You would report all income from when living there and Cali-sourced income when not.
