QPP Withholding tax as non resident

I applied to QPP and will be receiving my pension starting next month. I understand it is taxable in the states but as resident in the USA do I have to pay taxes on QPP in Quebec/Ca and thus request 15% withholding tax.

I could be wrong, but I'm fairly certain you will only be taxed in the USA and it is treated as Social security for tax purposes. If you had had rrif income, that would have a withholding tax and therefore you could use a foreign tax credit as not to pay double tax.

You pay tax in the US on QPP/CPP/OAS payments. The income is treated as Social Security for tax purposes. There are no taxes to be paid in Canada on this income as you are a non-resident. I'm not sure about QPP but for CPP and OAS, you can have the payments direct deposited into your US bank in US funds.
