LIF impact on WEP for social security

I noticed a post on the forum dated January 26, 2017 by nelsona that noted LIFs are technically foreign pensions subject to WEP but practise right then was that they were not subject to WEP. Has this practise changed and if changed, when did this take place?

Though LIFs are theoretically foreign pensions that are subject to WEP

No more than RRIFs are. RRIFs are not applicable to WEP
