I am USC in Canada. I work several days a week from home. My Canadian employer reimburses me for about 1/2 of my home internet costs - meant to represent the part of the cost attributed to work use. HR told me that this is not included in my T4 because they treat it as an expense reimbursement rather than a taxable benefit (in Canada). Should it also be treated as an expense reimbursement for my U.S. taxes or do I need to report this as a taxable allowance or reimbursement on U.S. taxes? Thanks in advance!

Correct. Not for the same reason, but you do not have to ad those to your income for US purposes.
