Hello!
I am a Canadian and have been accepted to do my Masters Degree at West Virginia University. I will be starting in July.
I will be recieving a stipend of $1,511 per month well I am there. I will also be renting out my condo in Edmonton for $1,450 per month.
I know that I have to pay tax on my stipend in the USA and tax on my rental income in Canada. Do I need to pay tax on my stipend in Canada as well?

Yes. I assume you are going to be in F status? If so, then IRS does not consider you a resident of US, so you will remain a tax resident of Canada.
You will report only US-based income on a 1040NR, and continue to report all world income on your CRA/Alberta tax return.
You will get credit on your Cdn for any tax calculated on your 1040NR.
