I'm in quite a conundrum.
For the tax year 2011, I closed my RRSP account in Canada in December as I was moving to the US. For some reason my bank decided to withhold money and issue me a NR4 instead of T4RSP.
Since I was in Canada for >183 days I need to file as a resident for that year and I need a T4RSP.
Now I call the bank, and they say they cannot cancel the NR4 once its been issued. According to them, I should establish an "understanding" with CRA and take care of this myself.
I called CRA and filed a NR7 for a refund of the money withheld as suggested but even they cant issue a rectified slip. According to them, the bank should issue the new slip.
Now I'm stuck between these two sources - The CA wont file my taxes without correct slips. What should i do? Who is correct here? CRA or the bank?
Any help would be highly appreciated!

NR4 and T4 are both accepatble, and interchangeable in a migration year. when did you leave Canada, and when did you take out the RRSP, and what was the withholding rate.
You do not understand how departure from Canada works. You are a deprating residentnt the day you leave, and non-resident immedaite after, days in canada for the year do not matter at that point.
Was your RRSP withheld 25%, or some oter figure. If it was 25%, you paid NR tax, and there is nothing left to report on any Cdn tax return.
Why do you need the NR form "corrected". It sounds right to me. Its your attempt to file that is incorrect.

No, since you left Canada, your RRSP withdrawl was done as a non-resident, therefore your 2011 return, which should have a departure date in december, will not include ANY of the RRSP. Period. your 25% tax was the final tax.
You may WANT to file as a resident, but you can't, You departed. You can file a 217 election, but I would doubt that your acct is familiar with that, especially when it comes to a departure year. The fact that he is insisting for a T4 over an NR show a deep lack of non-rsident knowledge.
But even if the broker sent you an NR instead of T4, IT IS PERFECTLY ACCEPTABLE TO CRA: it has your income, and tax for the year.
Its just that you are not supposed to file it.
