I lived in Canada for 2011 and I have received my tax bill, I had used my US bank account the whole time and all my funds are in US dollar. What is the best way to pay my taxes? If I write a check from my US bank who will convert the money my bank or Revenue Canada? Please tell me the best solution

That's a tough one. You could call Revenue Canada to see what they suggest. Or, you could probably get a Canadian dollar money order from a local US bank. Or, if you have a friend in Canada, you could get the to write a check to Rev Can and pay your friend directly in US$.
If you don't have a C$ bank account, I'd call Rev Can first and see what they suggest. Good luck!

Assuming you have Canadian Bank account, Can you just wire transfer from your US bank to Canadian bank? However, It would cost 20 to 40 dollars for transfer and plus the bank will eat up some exchange rate. Usually when I sent a US account Check to my Canadian friends in Canada, their Canadian banks takes about 20 days to encash them.
