If I realized some capital loss (stocks, mutual funds, etc) BEFORE I move to the USA, but I elect to file full year resident in the USA, can I claim these losses?
Yes. When you file as a US resident, it is as if you have always reported in US.

works the othr way too. If you had large cap gains before moving, and chose full-year, they would need to be reported as well.
