Sent out US tax return and they got it on May 22nd?
I was expecting a 400 dollar refund and its working on 2 months now. I also sent back 3 years of amended returns as well seperately. USPS and Canada post say everything was delivered. I put in my information at the irs.gov and it says i may be entering my information incorrectly. I guess i will have to call them. Is 2 months normal for living out of country?

Haven't looked into this, but I would guess that having excluded your income by 2555 makes you ineligible for the credit.

Yeah i just got the CP13 notice about the credit and what they changed and if i agree with it. On the back of the notice it has my calculations and theirs. Basically implying that since i excluded all of my income and paid no tax that everything is zero. However on the Schedule M instructions, it tells you that you can still claim it filing an ez2555 form so that makes zero sense. Maybe if your declaring over the 88k limit and you have income extra to declare? The guy really wasn't helpful on the phone to say the least.
Some people have more earned income than they include on 2555 (for example wages earned in US, or foreign wages exceeding the 2555 limit). These people still get to use 2555 nd get the other cliams.
