I am a Canadian citizen living in Canada. I was working under TN Visa from April 2008 to April 2009. In April 2009 I moved back to Canada and claimed USA Employment Insurance.
While looking for work in Canada, I found contract work in Canada for 6 days and got paid for it.
I know I am owed the Federal Tax withheld that is reported on my 1099-G. Questio is, do I claim all income that I earned in Canada after I moved back, in a Canadian tax return? Or do I somehow have to report it in the USA return? Do I do two tax returns - one to Canada and one to USA?

Your UI is taxable in US and canada. How you file for 2009 is a choice for you. You caneither file full year 1040 reporting all world income earned in 2009, or you can file a dual status return part 1040 and part 1040NR. The dual return is simpler, but usually results in more US tax. The 1040NR would not include any Cdn income erned after you left US.
So, your statement that you are owed the withheld tax is probably not correct. Yor UI would at the very leadt be added to your US wages and then a US tax would be calculated. It is unlikely that you would get it all back
