Inconsistant Instructions on where to send W-7 for ITIN

The instructions in W-7 indicate to send in this form with your tax return. On page 3, it says to Mail form W-7 and your tax return to the ITIN Operation address in Austin, Texas, but on the same page it says in a caution, "Do not use the mailing address in the instructions for your tax return." This is confusing. Where do I send this form and my tax return? To the normal tax return place, or this ITIN Operation location?

It says do not use the mailing address indicated for your tax return. That is an address based on your state of residence. Its the one all your neighbours will send to.

Instead, use the Austin address regardless of where you live, because you are filing a W-7.

Clearer?
After 20 years, I am severely cutting back on responses. Do not ask specifically for my help. There are a few others on this board that can answer most questions. All the best

Yes. I am actually sending 2002 to 2008, but only 2006-2008 needs an ITIN. I assume I should just send everything to keep it all together.
