RRSP and 25% withholding taxes in Canada

As per the follwing article there may be some changes in withholding of 25% taxes on Canadian investements in 2008. Does anyone has more information on it ?

There will be no change on the 25%. The protocol addresses the US taxation of contributions to RRSPs by american taxpayers, not distributions, and certainly not Cdn taxation of distributions.
After 20 years, I am severely cutting back on responses. Do not ask specifically for my help. There are a few others on this board that can answer most questions. All the best

... and there is no 25% taxation on Cdn investments, now or later.
