I do not think anyone will chase you for $17 but make sure theyknow you are a non resident in case the numbers go up in the future and you have to worry abou this unless you are filing wben forms to exempty oncome from tax witholdings.

AS a non resident it 25% of the income as witholding tax you then file tax return at end of the year and pay the tax owed you should get a refund if you paid it on Gross income then calim expenses at year end.

If you can ot find an agent to do the 25% of the Net then simply pay the 25% of the Gross ( you do not need to file NR6 for gross tax) then file the sec 216 tax retun at end of the year and get your refund, this way no agent required.

Why would you want a CND home in A foreign trust? Just set up a CND trust if you want this type of vehicle the CND residential trust will hold the property and for estate purposes will qualify as a trust without any withholding tax issues.
