The 'something new' was that in an IRS webcast Thursday (Foreign Tax Credit Creditability Around the Globe Date) IRS specifically stated that Cdn CPP is NOT creditable as FTC in spite of treaty.

If you file a joint return, you can claim the credit based on the total of any foreign income tax paid or accrued by you and your spouse.

Your wife's ITIN disqualifies you both from stimulus. To claim the credit on your 2020 1040 next year, you would need to file separately

The United States Department of Health and Human Services, the agency responsible for approving plans as MEC, has not approved Canadian universal health care. Where you live is irrelevant.
