Open a TDBankNorth account in the US. Once you are in Canada; open a TDCanadatrust account.

Then, you can transfer USD to CAD from US to Canada, same day with only conversion charges due. Quite convenient.

I think for purpose of his tax liability structuring, he'd want to be a contractor vs. an employee. There's so many IT contractors where I work - nobody wants to be a highly paid employee in Canada. I think section XXV.3 that you quoted - well, the CRA phone guys wouldn't readily know of that.
