I want to see if I can avoid this form. I have RRSP accounts that are under the threshold requirement to report 8938. Also I'm a beneficiary to a RDSP (not owner which I have been reporting on form 3520). For the 8938 is it the aggregate amount including the RDSP?

On 2016 I worked in canada for 2 months and the rest in USA as a PR (as I just immigrated to USA). My mom opened a RDSP for me years ago. I'm aware I would need to file a 3520. Upon filling form it ask if I have a beneficiary statement from 3520-A. To my understanding only US residents owners of the trust fill the 3520-A form, so my mom (canadian res) would not do this. Do I fill out the 3520-A? ...

Is the little over 10k cdn dollars? If you're still under 10k usd you should be ok.
Check the year end exchange rate.. if you had to do the fear I think there would be a late penalty :(
