Thanks. Would I be able to deduct tax paid (federal and state) in the US as foreign tax credit in Canada?

Please correct me if im wrong but I was under the impression that if it has been more than 1 year since filing, the only way to avoid penalties and charges is to go through the voluntary disclosure program.
