If, five years from now, she is no longer a US taxpayer and doesn't file US tax returns how would the US government even know whether or how much she receives from CPP?

Yeah, I relinquished also. If my bank ever asks I'll reply that I'm a Canadian. Period. End of discussion. Birthplace? None of their business. I doubt they'll ever ask.
