Never mind.
It turns out to be a mistake with the calucation. I owe nothing it turns out.
This is what happens when you spend hours on the forms lasting until 1:30am.

PPIP - PQIP confusion
I just filled out my taxes for federal and province (Quebec). On both forms, it says I owe $19.42 to PPIP/PQIP... Total of $38.84. Same number... I have to pay to either one or none of them.
