Is US per diem rate tax-free in Canada?

My friend just got a temporal job offer in the US on a per diem contract. He is going to be away from home for one year. Is the per diem money also considered tax-free in Canada?

US resident,CAN non-resident with salary income from Canada

We are Canadian non-resident and US resident. My wife has some salary income from a Canadian company this year. The company will probably issue her a T4 next year, not sure whether it will be a T4 or something else. We file MFJ in the US. How should we file tax return for 2009?

I have called MRQ. They told me I need to use my world income to calculate the drug premium.

Line 275 of TP-1 : Canadian income only (700$)
Line 19 of TP-1: World income including the US income after I left Quebec. This is the only place where I put my US income. Ufile.ca seems to use my world income to calculate my drugs premium on schedule K.

Line 275 of tp-1 should not include any income after I emigrated. But the ufile.ca automatically use my world income in this box.

I noticed in the Quebec tax guide, if you emigrated from Canada, you should contact MRQ for more infomation for calculation of this drug premium.

I didn't have private insurance during the first 5 months of 2007 which means I will need to pay the drug premium.

How do I use that Quebec drug premium tax as a tax credit in the US return? Use the form 1116?
