ETrade US told me that I could open an account at ETrade US first and then login into the US ETrade account and request transferring my account at ETrade Canada online. No fees.

To parravan: i didn't ask the ETrade Canada about transferring account from US. So, I don't know the answer. But I am sure you can ETrade Canada's toll free number to ask.
