The fact that you reside in California makes you a CDn non-resident, plain and simple. Where you and spouse reside overrides any financial ties in other countries.
File a departure return for 2024, and a full year 1040 and california return.

No. Physically moving and occupying a home in Ontario (which must be done before applying for OHIP in any case) establishes residency.

... and if you don't own a house in Canada right away, and there is some Cap gains arising from the sale you can elect , when you sell the US home (assuming you don't rent it) , to treat it as your Principal Residence for the period from your return to Canada until the sale date.

When you re-establish CDn tax residency, all your investments are deemed sold and repurchased that day, so if you do not sell before returning, you would only be on the hook for any gains from your arrival date until you sold, so not very much, if at all (since you would subtract your selling costs ...

That is if you recieve a payment notice, from an assessment or reassessmnet.

One always submits payment with the mailed-in return.

I would NOT split the return and the check. Send it all to Winnipeg. Nothing to do with Sudbury. Not sure where you got that idea.

For in-plan conversions, you had best check with your administrator, as this is certainly not a universally available option for 401(k) plans.
Again, though, I would not suggest you do this until you are a Cdn non-resident.
