Re: TN visa working in california wants to buy house in Canada
1. No. As long as you live in US, any property purchase in Canada will not make you resident of Canada. 2. Yes. In fact, because you are not Cdn resident, you will be subject to certain down payment requirements, and perhaps extra taxes, that you would not be subject to as a Cdn resident. This has b...

... and it's always good to note an official arrival date on your return that is linked to an actual event (like crossing the border with your stuff, taking possession of house/apartment, etc).

You should file in order to re-establish residency for other future purposes, like OAS, TFSA contribution room, etc.

You will get a 1042-S, since you are non-resident.
Likely they viewed your initial withdrawal as meeting their criteria for periodic, The second, when added to the first, did not.

Re: FATCA and FBAR reporting
FBAR: Once you have an account (your GIC is considered an account), then all your foreign accounts need to be reported. So, no brainer here. FATCA Needing to report foreign assets, is NOT quite the same as being "subject to FATCA" (which really means "subject to FATCA withholding"...

Re: U.S. gift tax applies for common law couple?
IRS recognizes common-law marriage for tax purposes. Remember, however, that a US citizen giving to a non-citizen, even a spouse, has limitations. https://www.irs.gov/businesses/small-businesses-self-employed/frequently-asked-questions-on-gift-taxes-for-nonresidents-not-citizens-of-the-united-states...

You'll have to find a provider that has BOTH 1040NR as an available form, AND allows foreign address to e-file.
