non resident alien needs to file 8938/FABR?

non resident alien needs to file 8938/FABR?

I'm asking the question for a friend. She moved to US in Nov 2012 on H1B. She filed 2012 as a single non resident and is filing 2013 as a single resident alien now. She is not Canadian citizen. She meets the threshold for 8938 for 2013 and will file 8938 for 2013. In 2012 she had over USD75000 at one time for all the foreign assets, and more than USD50000 at end of 2012.

She can't find the instruction for 8938 for 2012 year, only for 2013. Therefore she doesn't know if the threshold for 8938 for 2012 is the same for 2013. Her questions are:
1. For 2012, as a non resident does she need to file 8938 with the amount she had?
2. If she needs to file 8938 for 2012, what should she do? Just file it or she needs to go to some kinda of disclosure program? As a non resident her interest income in 2012 from foreign accounts are not subject to tax in USA so she didn't include the interest from any foreign accounts.
3. For 2012 does she need to file FABR as well?
