ND - I went to the Ste. Catherines, ON passport office. They said they will need the passport for ten days. I told them I need to head back to the US in 3 days. They agreed to do so and did infact return the passport with the certified copies within 3 days.
Its more inline with your latter observation i.e. people negotiating with them
