Is the Cdn Child Tax Credit taxable income in the US?

Simple question here. I am a USC, and just received the Child Tax Credit from the Cdn government for my children. Do I claim this as income on my US 1040?

The portion that is taxable in Canada (some part of it is) is also reportable in US.

The lower-income spouse claims it, as far as CCRA is concerned.
I'd assume that in the case where said spouse is not a USC, the other parent who *is* a USC reports nothing?
