What's the best state/province to register an IT start up?

Hi,
I'm a CAD citizen who will become US PR next year.
I'm planning along with two other Canadian business partners to open our own IT private corporate firm to serve clients in Canada, US and other countries if the opportunity presents.

Now, I'm wondering two essential things:
- can we register a private corporation in US?
- if yes, would we pay less corporate income tax in US or Canada? Which province or state offers the most tax advantages to IT corporations?
