Claiming Canadian pareent as dependent in US tax return

There is an income test that the parent gross income much be < $3700 per year. I also found in Turbo Tax it said that gross income does not include social security and welcore. My parent does not has any income except CPP, Old age security, and some GST benefit. My question is whether CPP, old age security can be consider as "Social security and welfare"

Hope someone can clarify this for me.

CPP and OAS are equivalent to SS.
GST doesn't even count.

By treaty you can claim a parent living in Canada as long as you could claim them if they lived in the states, in the same circumstances.
