8833 vs 8891
I was wondering, can you file an 8833 instead of filing an 8891? If so, do you need to list the RRSP accounts that you have on the 8833, or do you just note the treaty provision, that you are using it for your RRSP's, and leave it at that. In addition, would 8833 also preclude you from having to file the 3520 form.
Purely for the treaty election to defer taxation, a statement that would satisfy the various rev procs related to RRSP reporting would be satisfactory, but 8891 contains all the information that the statement would require.
More importantly, however, only filing 8891 will absolve you from having to file 3520 for your RRSPs.
So there is no earthly reason to use 8833 for this.

8891 is for repoting the existence of your RRSP, not simply for reporting recieved income.
Let's not reinvent the wheel her. The purpose of 8891 has already been covered in great detail here.
