How could IRS receive f1099b form ? was it sent by CIBC/WG ? or it was sent by CRA. It seems strange to me. Often people do back file or PLR before IRS find out. a letter of explanation of 1040X is not required. but later filing of FBAR is.

i guess most time it is the machine process -- so nobody at IRS would pay much attention on those QD

Tacova, Opt FBAR penalty is also a negotiation process. You can set your penalty rate like $500/year after full tax and related penalty being paid. US residents who fail to report non-RRSP income look very bad, both morally and legally.

Non US residents may have better argument for reasonable cause who fail to flie.
