Here is the logic, You are US citizen, but you have to prove it. I guess your parent has never registered you through US conssolate at your birth. That is why you need to prove it now. bord crossing might be a different story, we can use passport card (no place for stamp anyway), but when enter US via airport, they ask passport, this is a different situation.

I do not know what kind company your RRSP is in. Mine are with TD bank. It is okay to keep RRSP but not to switch funds once becoming a US resident (such as using a US address) although I wish I were forced to close it long time ago.

totally agree with nelsona,

reporting is the key.. if you report, but you forgot to pay tax -- and it is no crime. if you don't report, even if you pay foregin tax (higher than US), it is a crime.

just make sure report --- all kinds forms...

i guess you need do it as "noise relinquishing" not as "quiet relinquishing".
