Becoming an Enrolled agent

Does anyone know if a Canadian citizen can become an enrolled agent with IRS?

I am contemplating this route compared to CPA route since this is more tax specialized. Any input in this subject matter is greatly appreciated.

I think if I want to file QEF election, I am going to go ahead and do that. I think it would be the best for the taxpayer. thanks for clarifying that to me.
So based on the election, for the Form 8621 Part 1 I am going to choose 5(b).

HBP

Does that mean that when the HBP was initially taken, the entire amount is taxable for IRS purposes even though it is not shown in the canadian return?
I've had a similar situation for a client too and would like to know what is the right treatment.

Without getting into too much details.... I have a client who works for a Canadian sub for a US company. He exercised/sold his stock options on which withholding taxes were withheld in US. It is the case of the spouse recieving the entire RRSP and put into their own RRSP.
